He’s using fast shutter speed for sure, because it would be difficult to catch water in motion and you’d not really have a clear shot of that movement. Emotion wise, I don’t really get anything from them? They are really pretty though. With contrast, it shows the colors a bit better, because the highlights and shadows have been changed. It also seems to make the image look a bit sharper.
